In the past, Sweden, which has an embassy in Pyongyang, provided consular services for other Americans detained in North Korea. But its embassy\u2019s Swedish diplomatic staff reportedly haven't returned to North Korea since the country imposed a COVID-19 lockdown in early 2020 and ordered out all foreigners.<\/p>\n<p>Some observers say North Korea and the US could still communicate via Panmunjom or the North Korean mission at the UN in New York.<\/p>\n<p>Cases of Americans or South Koreans defecting to North Korea are rare, though more than 30,000 North Koreans have fled to South Korea to avoid political oppression and economic difficulties since the end of the 1950-53 Korean War.<\/p>\n<p>Tae Yongho, a former minister at the North Korean Embassy in London, said North Korea is likely pleased to have \u201can opportunity to get the US to lose its face\u201d because King's crossing happened on the same day a US submarine arrived in South Korea. The bloodshed has occasionally occurred there but has also been a venue for diplomacy and tourism.<\/p>\n<p>Known for its blue huts straddling concrete slabs that form the demarcation line, Panmunjom draws visitors from both sides who want to see the Cold War\u2019s last frontier. No civilians live at Panmunjom. North and South Korean soldiers face off while tourists on both sides snap photographs.<\/p>\n<p>Tours to the southern side of the village reportedly drew around 100,000 visitors a year before the coronavirus pandemic, when South Korea restricted gatherings to slow the spread of COVID-19. The tours resumed fully last year.<\/p>\n<p>A small number of US soldiers went to North Korea during the Cold War, including Charles Jenkins, who deserted his army post in South Korea in 1965 and fled across the DMZ. He appeared in North Korean propaganda films and married a Japanese nursing student who had been abducted from Japan by North Korean agents. Later in 2018, North Korea said it expelled American Bruce Byron Lowrance. Since his ouster, there have been no reports of other Americans detained in North Korea before Tuesday\u2019s incident.<\/p>\n<p>Their freedoms were a striking contrast to the fate of Otto Warmbier, an American university student who died in 2017 days after he was released by North Korea in a coma after 17 months in captivity.<\/p>\n<p>The United States, South Korea and others have accused North Korea of using foreign detainees to wrest diplomatic concessions. As a result, they were unable to pay for his studies. If it hadn't been for a single individual, Tariq and his siblings would have continued this perpetual cycle of poverty. \n\n\"We owe our success and achievements to Master Ayub,\" Tariq tells SCENES, \"I could have ended up like many others in society who have developed bad habits if he had not brought us to this school and taught us.\" \n\nBreaking the cycle of poverty \n\nTariq was five years old when he and his family came across Mohammad Ayub Khan, who teaches impoverished children for free. Following the curriculum of the Federal Board of Pakistan, he provides formal education in an informal setting - a neighbourhood park. Within that location, students gather, select their spot on the ground and start studying. In a short span of time, the area became aptly known as Master Ayub's Park School. \n\n\"Master Ayub worked tirelessly to ensure that children had access to education. Whenever he saw an uneducated child, he would offer that child a place in his school,\" says Tariq, who considers Master Ayub his mentor after being under his pupillage for ten years. \n\nEducation for all \n\nThe plight of an orphan boy kickstarted Master Ayub's mission to educate the nation's children. The young boy used to wash cars in the streets in order to feed his five brothers and three sisters. \n\n\"I asked him, 'Why do you wash cars instead of studying?' He replied, 'Who is going to pay for my fees and books? Your father?' His sad reply shocked me to my core,\" Master Ayub recalls. \n\nThis encounter opened Master Ayub's eyes to the number of children missing out on their right to education in Pakistan due to poverty. \n\n\"I realised that a number of poor children were stranded throughout the streets of the city. Some were wandering. Some were petty thieves. Some were victims of domestic assaults. I decided to help them through education,\" Master Ayub says. \n\nThe following day, Master Ayub bought some books and pencils to teach the boy. That fruitful day changed everything; he has provided thousands of children with primary education since then. The plight of the children didn't stop there. Most didn't even have a notebook or a pencil to write with. For this, he turned to scrap paper dealers. \n\n\"The notebooks are partially used, so I created new ones out of them by joining the unused papers,\" Master Ayub says. Help is also at hand at his home \"My wife helps the children by making notebook covers, stitching school bags for them and more.\" Master Ayub continued. \n\nPaying it forward \n\nMaster Ayub and his wife's efforts have a lasting and life-altering impact on the students. Like Tariq Arif, many former students of the school go on to pursue higher education or secure respectable careers. Some decide to pay it forward and teach for free alongside Master Ayub. \n\n\"I used to work as a labourer in the market, but now I am a teacher. I could not even fathom that I could afford to go to school. I was working in sand and gravel every day. Master Ayub made me believe that I could get an education, and his efforts were fruitful,\" Muhammad Rukhsar explains. \n\nA chance for upward mobility \n\nMuhammad Rukhsar aspires to motivate individuals who, like him, did not think going to school was feasible. Additionally, he aims to give underprivileged children a chance for upward mobility through education. \n\n\"Education not only informs us, but it teaches us to be compassionate and to be an upstanding member of society. Education is how you can unlock better opportunities for yourself and your family,\" Tariq tells SCENES. \n\nWhen it comes to children out of school, Pakistan exhibits alarming statistics. But Master Ayub is determined to bridge the gap and to level the playing field through free education. Whenever he saw an uneducated child, he would offer that child a place in his school,\" says Tariq, who considers Master Ayub his mentor after being under his pupillage for ten years.<\/p>\n<h2>Education for all<\/h2><p>The plight of an orphan boy kickstarted Master Ayub's mission to educate the nation's children. The young boy used to wash cars in the streets in order to feed his five brothers and three sisters.<\/p>\n<p>\"I asked him, 'Why do you wash cars instead of studying?' He replied, 'Who is going to pay for my fees and books? Your father?' Some were wandering. Some were petty thieves. Some were victims of domestic assaults. That fruitful day changed everything; he has provided thousands of children with primary education since then. The plight of the children didn't stop there. Most didn't even have a notebook or a pencil to write with. For this, he turned to scrap paper dealers.<\/p>\n<p>\"The notebooks are partially used, so I created new ones out of them by joining the unused papers,\" Master Ayub says. Help is also at hand at his home \"My wife helps the children by making notebook covers, stitching school bags for them and more.\" Master Ayub continued.<\/p>\n<h2>Paying it forward<\/h2><p>Master Ayub and his wife's efforts have a lasting and life-altering impact on the students. Like Tariq Arif, many former students of the school go on to pursue higher education or secure respectable careers. Master Ayub made me believe that I could get an education, and his efforts were fruitful,\" Muhammad Rukhsar explains.<\/p>\n<h2>A chance for upward mobility<\/h2><p>Muhammad Rukhsar aspires to motivate individuals who, like him, did not think going to school was feasible. But Master Ayub is determined to bridge the gap and to level the playing field through free education. This is a level which goes beyond civilian use - with weapons-grade purity standing at 90%.\u00a0 \n\nIt's a cause for concern for the EU, which must also decide whether it will maintain ballistic missile sanctions, months after Iran launched its new ballistic missile \u00a0dubbed the \u201cKhorramshahr-4\u201d and the \u201cKhaybar.\u201d This has sparked fears that Iran will transfer these missiles to Russia, following on from its transfers of hundreds of drones. \n\nSanctions relating to Iran's production of ballistic missiles were set to expire in October 2023, under one of the 2015 deal's 'sunset clauses'. These expiration dates planned to allow Iran to resume uranium enrichment activities, in exchange for it respecting the provisions of the deal.\u00a0 \n\nBoth Iran and the US have since violated the terms of the deal. \n\nRestarting negotiations \n\nDespite the breakdown of the official deal in 2018, Europe relaunched formal negotiations with Iran in Vienna from April 2021.\u00a0 \n\n\u201cEurope showed that it really wants to broker a deal. We take our commitments seriously. But there has been naivety regarding Iran's intentions for far too long\u201d, European MEP Bart Groothuis , Vice-Chair of the EU delegation for relations with Iran, told Euronews. \n\nThe talks were subject to months-long periods of deadlock, with tensions further heightened by Russia's full-scale invasion of Ukraine, in February 2022.\u00a0 \n\n\u201cEven after the Iranians raised multiple new negotiating parameters one of the big hurdles was the switch in the Russian position and the pausing of the priority of nuclear diplomacy\u201d, Behnam Ben Taleblu , Iran analyst at the Foundation for Defense of Democracies, told Euronews. \n\nAs one of the UN Security Council's five permanent members, Russia was a key signatory of the original 2015 nuclear deal.\u00a0 \n\n\u201cMany had thought there would be a deal coming in early February 2022 - a deal that was weaker than the 2015 agreement - but that was ultimately put on ice by the invasion of Ukraine\u201d, Behnam Ben Taleblu added.\u00a0 \n\nHowever, experts have also concluded that Iran's ill-informed judgement impacted its decision to side with Russia. \n\n\"If the war in Ukraine had not happened, there would have been a better chance of restoring the nuclear deal. It led to an Iranian miscalculation that the Europeans would need Iran's energy resources, that Iran would have more leverage in the negotiations. And I think they overplayed their hand\",\u00a0 Ali Vaez , Crisis Group's Iran Project Director, told Euronews. \n\nThe talks eventually broke down in August 2022, with European High Representative Josep Borrell tweeting \u00a0\"what can be negotiated has been negotiated, and it's now in a final text.\" \n\nA new attempt at reaching a deal \n\nInformal, behind-closed-doors meetings have carried on since the stalemate on official negotiations. As recently as June, 2023, European Union mediator Enrique Mora met with Iranian representatives in Qatar.\u00a0 \n\nThey have been working to sketch out steps that could curb Iran's escalating nuclear programme, as as well as drafting policy relating to freeing US and European detainees held in Iran. The prospect of unfreezing some Iranian assets abroad has also been discussed. \n\nIn parallel, United States and Iranian officials have been holding indirect talks in Oman.\u00a0However, though dialogue is open, clashes are still rife. The United States and its Western allies confronted Russia and Iran about Tehran\u2019s advances in uranium enrichment and its supply of combat drones to Moscow at a UN Security Council session in early July. \n\nBritain\u2019s UN ambassador, Barbara Wood, condemned Iran for the transfer of hundreds of drones used to \"kill civilians and illegally target civilian infrastructure\" in Russia. The US, Britain, France and Ukraine urged UN Secretary-General Ant\u00f3nio Guterres to send investigators to examine debris from Russian drone attacks. \n\nRussia\u2019s UN Ambassador Vassily Nebenzia accused Britain - which holds the rotating Council presidency - of seeking to hold \u201can openly-politicised show\u201d by inviting Ukraine to participate in the meeting, despite it not being a party to the JCPOA. \n\nWhat future for a deal? \n\nAlthough experts agree that a future deal is still on the cards, it amounts to a watered-down version of the initial 2015 JCPOA agreement. The focus revolves around preventing further escalation through\u00a0ensuring that Iran does not enrich uranium purity levels beyond the 60% threshold. \n\n\"It really does not amount to dismantling centrifuges or to rolling back any of Iran's nuclear activities, but it is more or less to keep things where they are\u2019\" Ali Vaez says.\u00a0However, Europe's role in negotiations remains limited by the US.\u00a0 \n\n\"Europe has not imposed nuclear-related sanctions, which they can lift as an incentive to Iran. These expiration dates planned to allow Iran to resume uranium enrichment activities, in exchange for it respecting the provisions of the deal.\u00a0<\/p>\n<p>Both Iran and the US have since violated the terms of the deal.<\/p>\n<p><strong>Restarting negotiations<\/strong><\/p>\n<p>Despite the breakdown of the official deal in 2018, Europe <a href=https://www.euronews.com/"https:////www.euronews.com//my-europe//2021//04//07//vienna-talks-offer-hope-for-survival-of-iran-nuclear-deal/">relaunched/strong>/a> formal negotiations with Iran in Vienna from April 2021.\u00a0<\/p>\n<p>\u201cEurope showed that it really wants to broker a deal. We take our commitments seriously. As recently as June, 2023, European Union mediator Enrique Mora met with Iranian representatives in Qatar.\u00a0<\/p>\n<p>They have been working to sketch out steps that could curb Iran's escalating nuclear programme, as as well as drafting policy relating to freeing US and European detainees held in Iran. The prospect of unfreezing some Iranian assets abroad has also been discussed.<\/p>\n<p>In parallel, United States and Iranian officials have been holding indirect talks in Oman.\u00a0However, though dialogue is open, clashes are still rife. The US, Britain, France and Ukraine urged UN Secretary-General Ant\u00f3nio Guterres to send investigators to examine debris from Russian drone attacks.<\/p>\n<p>Russia\u2019s UN Ambassador Vassily Nebenzia accused Britain - which holds the rotating Council presidency - of seeking to hold \u201can openly-politicised show\u201d by inviting Ukraine to participate in the meeting, despite it not being a party to the JCPOA.<\/p>\n<p><strong>What future for a deal?<\/strong><\/p>\n<p>Although experts agree that a future deal is still on the cards, it amounts to a watered-down version of the initial 2015 JCPOA agreement. The focus revolves around preventing further escalation through\u00a0ensuring that Iran does not enrich uranium purity levels beyond the 60% threshold.<\/p>\n<p>\"It really does not amount to dismantling centrifuges or to rolling back any of Iran's nuclear activities, but it is more or less to keep things where they are\u2019\" Ali Vaez says.\u00a0However, Europe's role in negotiations remains limited by the US.\u00a0<\/p>\n<p>\"Europe has not imposed nuclear-related sanctions, which they can lift as an incentive to Iran. Do they identify with the rugged little guy or with the injured noble sort of thoroughbreds who've done the racing and all of that?,\u201d says Andreas. \n\n\u201cIn those choices, we get a lot of information about what people actually bring. And ultimately, every change has a loss at its heart because you have to leave something behind before you get into something new.\u201d \n\nWhere do Retreat and Conquer\u2019s horses come from? \n\nThe horses at Nihi Sumba are a combination of Sumbanese sandalwood ponies that are semi wild and were first brought to the island in the 13th and 14th centuries as well as some rescued ex-race horses. \n\n\u201cThe racing industry churns out quite a lot of horses and then there are some horses who don't make the grade. And typically that don't really have a lot of options,\u201d explains Andreas. \n\nNihi has adopted a whole herd of them from neighbouring islands and has retrained them.
